| Lae Port Development
The Port of Lae, the largest in the South Pacific, is about to undergo a major and much-needed expansion that will increase its capacity by around 50% by 2011.
The Asian Development Bank extended a USD$100 million loan for the Lae Port Development Project, which involves the construction of port facilities, including a tidal basin, a multipurpose berth and terminal works, including buildings, storage areas, roads, drainage, water, electricity and sewerage services. The PNG Government contributed another USD$45.75 million.
Overview
The Port Facilities part of the Lae Port Development Project comprises construction works that include clearing, dredging, reclamation, slope protection, a wharf, terminal buildings and services, pavements, a link road and security fencing. Procurement contracting strategies for implementing the Port Facilities are being considered.
The options include:
a) Design and Build Construction Contract, or
b) Construction Contract.

Scope of Works incorporated under the
contract included;
Demolition and Site Clearance: Substantial
amount of works are required for clearing and
demolition of existing structures. Clearing will extend
to access roads and basin area under the project area.
Dredging and Reclamation: Major works will
include dredging and reclamation, dredging materials
will be required to reclaim areas providing also
platform for terminal facilities.
Earthworks and Slope Protection: Basin slope will
be protected from large amour stone overlay with filter
fabric and small stone/gravel fill underlay forming
revetment slope. Earthworks are also required to fill
area to terminal and access roads area.
Wharf: Main wharf works include quay sub-structure
and super-structure; In-situ works comprising pile
plugs, beams, deck structure and deck structure
topping, and transition slabs; roads and pavements
comprising heavy and light duty concrete pavement,
port link road, drainage and works to existing port;
terminal buildings comprising shed, office, amenities and
sub-station/switch room; external water, sewer and
electrical services; other facilities and accessories
including miscellaneous security fence and gates,
guiderails, bollards and pillars.
CONSTRUCTION PERIOD
Construction of the Port Facilities will be implemented
over a period of 3 years and is expected to be
completed by 2013.
Construction of Port Facilities to commence no earlier
than May 2010.

CONSTRUCTION PROCUREMENT
All works procured under the ADB loans will follow
ADB’s Procurement Guidelines and will adopt
guidelines as set out under the Public Finance and
Management Act procedures.
Procurement for Port Facilities to commence
immediately with award no later the May 2010.
RESETTLEMENT PROGRAMME
The resettlement, livelihood restoration and income
improvement activities are prepared as an integral part
of the Resettlement Plan for the ADB’s Loan Project.
While ADB’s loan focuses on preparing the land for
resettlement, providing basic houses and relocation, the
JFPR project grant will target livelihood rehabilitation
and improvement for the affected people.
Activities under the resettlement programme
- Housing Construction for the 482 households.
- Canoe Landing Site for the affected (Labu) people.
- Relocation assistance.
Activities under the JFPR programme
- Improve social infrastructure and services for the
poor communities;
- Income improvement for the affected communities;
- Micro-credit program for the affected communities;
- Livelihood enhancement training for the affected
communities; and
- HIV/AIDS Prevention Programme.
